California VINE Release Role
California VINE / VINELink is a custody-status and notification service. For Modoc County, it is useful when a person may be in a participating jail feed or has a custody-status change that can be sent as an alert. It can help identify release, transfer, escape, return, or another status change. It does not replace the Sheriff's Office, the Modoc Superior Court, CDCR, BOP, ICE, or a written release record.

What VINELink Shows
VINELink status fields are designed for notification and custody-status awareness. They are not the same as a jail booking record or a court disposition. A release result can confirm a custody-status change in the VINE data layer, but it may not show the full charge list, booking number, release reason, case disposition, sentence credits, or probation order.

For state-prison cases, California's CDCR victim-services page points to Form 1707 and e1707 for eligible CDCR notices. That is separate from a county jail VINELink search. The CDCR victim-services application page describes notices for custody-status changes such as release, death, escape, parole hearing, transfer, and discharge from parole.
The e1707 route matters only after the case is in CDCR's victim-services lane. For ordinary Modoc jail release confirmation, VINE and the Sheriff's Office remain the immediate sources.
VINELink Limits in Modoc
VINELink depends on agency data feeds and is not the master archive for every booking. A missing result can mean the person is not in a participating feed, the name is entered differently, the record has aged out, the person was transferred, or the custody type is outside VINE's scope. A released result may not show the case outcome or the full release reason. Use VINE as a status and alert layer, then confirm through the record holder.

Confirm a VINE Release
When VINELink shows a release for a Modoc County person, treat it as a useful status lead. For formal proof, ask the agency that created the custody record. The Sheriff's Office can address local jail booking and release records. The court can provide the order, disposition, sentencing minute, or probation order that explains the release. CDCR can address state-prison releases and parole discharge. BOP and ICE apply only to federal or immigration custody.
