What VINELink Covers in Modoc
California VINE / VINELink is the custody-status and notification layer identified in the Modoc research. The state page is https://vinelink.vineapps.com/state/CA, and the national entry is https://www.vinelink.com/. For Modoc County, VINE is useful because the research did not locate an official public jail roster, 24-hour release list, or 72-hour release list. A person released from Modoc County Jail may no longer appear in a current-custody view, so VINE can be one part of the verification chain when the relevant jail data are available.
VINELink should be described accurately. It can show custody status and facility or agency information for participating data feeds. It can provide notification options for release or custody changes. It is not a complete court disposition system, not the official Modoc booking/release archive, and not the correct route for ordinary federal BOP searches. CDCR's victim-services page also points county-jail custody status to VINE, while CDCR-related victim-services notices after transfer to CDCR use Form 1707 or e1707 for eligible requesters.

Search a Specific Person
A useful VINELink search is person-specific. It is not a countywide recent-release feed. Because Modoc County does not publish a dedicated official release feed in the reviewed sources, a VINE search should be paired with the jail phone number, the court portal, and a records request when written proof is needed. Search carefully, especially with common names, aliases, hyphenated names, or uncertain birth dates.
- Open VINELink. Use the California state page at https://vinelink.vineapps.com/state/CA or start at https://www.vinelink.com/ and choose California.
- Search by full name or ID. Use the person's full legal name and any known identifier. If you know a CDCR number, court case number, or booking context, keep it nearby for comparison even if the VINE interface does not ask for all of it.
- Compare identity details. Do not rely on a similar name alone. Compare age, date of birth if shown, agency, facility, custody system, and case context.
- Open the matching record. Read the displayed custody status and agency or facility information. Record any release date/time if the interface provides one.
- Interpret the status by custody type. If the record points to Modoc County Jail, use the jail and court record for the reason. If it points to CDCR, use CIRIS, CDCR victim services, BPH, and DAPO as appropriate.
- Confirm if the result is important. For immediate custody questions, call Modoc County Jail at 530-233-4416. For court-driven release reasons, use the Modoc Superior Court public case portal or call 530-233-6516 for document access.
If no result appears, do not conclude that the person was released. What VINELink Shows
VINE fields vary by participating agency and by the person searched. The research describes VINE as a custody-status and notification system rather than a full booking sheet. A result may show enough to confirm a custody change, but it usually will not explain every court reason behind that release. For a Modoc jail release reason such as bail, signed promise to appear, time served, transfer, sentence completion, or court order, use the jail release record or court case.

A released result confirms a status in the VINE data layer. It does not necessarily prove sentence completion, court disposition, parole discharge, probation status, or the full release reason. A transfer result is especially important: release from one custody system can mean movement to CDCR, BOP, ICE, another county, or another authority rather than return to the community.
Register for Release Notices
VINELink's most useful feature for many Modoc searches is notification. If the person appears and the interface offers alerts, registration can help you learn when the custody status changes. Notification availability depends on the record and the participating feed. Keep contact information current, because CDCR's victim-services guidance says registered users are responsible for keeping current contact details to receive notices.
- Open the matching VINELink record. Do not register from a similar-name result unless you have confirmed the identity.
- Choose "Get Notified" or the notification option. The exact interface wording can change, but the notification path begins from the individual record.
- Select the available channel. Options may include phone, text, email, or another channel shown in the interface.
- Enter contact information. Use a number or email address you control and will keep active.
- Complete confirmation. Phone notification workflows commonly require a PIN or confirmation step so calls can be verified or stopped. Email and text workflows may require their own confirmation.
- Update the registration when needed. If the person is moved into CDCR custody and you are eligible for CDCR victim-services notices, use CDCR Form 1707 or e1707 rather than relying only on county-jail VINE alerts.

Use VINE for county-jail custody status where available and use CDCR's victim-services process when the person has moved into the state-prison system and the requester is eligible for those notices.
County VINE vs CDCR e1707
California's notice paths split when a Modoc case moves from the jail to CDCR. CDCR's victim-services page says county-jail custody status can be tracked through VINE. Once a person is transferred to CDCR, eligible requesters may register with CDCR online through e1707 or Form 1707. CDCR notices can include custody-status changes such as release, death, escape, parole hearing, transfer to another prison, discharge from parole, contract, or scheduled execution, depending on eligibility and case type.
This distinction matters because a Modoc County Jail release record may be a transfer. If the person was transported to CDCR, the jail may no longer be the agency calculating the release date or providing state-prison notices. Use CIRIS for CDCR custody context, the CDCR Identification Unit when the search is unclear, BPH for parole hearings and results, DAPO for state parole supervision, and CDCR victim services for eligible notice registration.
County probation is also separate. Limits and Confirmation
VINELink is strong for alerts and current or recent custody-status checks, but it has limits. It depends on participating agency feeds. It may lag behind a jail or court action. It may not show every historical booking. It does not supply a full booking sheet, court docket, probation order, or CDCR calculation. It is not the federal BOP locator and should not be used for ordinary federal inmate release dates. If the person was moved to ICE custody, use ICE's locator only for the relevant immigration custody scope.
No-result caveat: no VINELink result does not prove release, innocence, sentence completion, or absence of custody. Check Modoc County Jail at 530-233-4416, the Modoc Superior Court portal, CDCR/CIRIS, BOP, or ICE depending on the case.
For written proof of a Modoc jail release, request the booking/release record from the Sheriff's Office. A narrow request should include the person's full name, date of birth if known, approximate booking or arrest date, arresting agency, and court case number if known. Ask for release date/time, release type or reason, charges or holding authority, bail or release authority, and transfer destination if applicable. California Public Records Act exemptions can limit disclosure for juvenile, sealed, medical, victim, witness, investigative, and security-sensitive information.

A VINE alert is useful, but the formal release reason usually lives with the jail, court, CDCR, or another custody authority.
