ICE Scope for Modoc

ICE's Online Detainee Locator System is for immigration detention. The Modoc facility map did not identify Modoc County Jail as an ICE detention center. That distinction is important. A person may leave the Modoc jail because of an immigration custody event, detainer, or transfer, but the county jail does not become an ICE release database. The local release record should show whether custody ended locally and whether another agency received the person.

Use ICE ODLS only when there is a real immigration custody reason: an A-number, ICE transfer, immigration detainer, immigration court issue, or other credible information that ICE custody is involved. If the question is ordinary local jail release, use the Sheriff's Office, the court, California VINE, or CDCR if the person moved to state prison.

Search ICE ODLS

The ODLS search is strongest when an A-number is known. A biographical search may also be possible when enough exact information is available. Search results must be matched carefully. A no-result does not prove that no immigration issue exists, and a result does not explain the Modoc court case or the local jail release reason.

2. Search by A-number when available, or use biographical details if the system allows.
3. Compare identity details carefully before relying on the result.
4. Read the custody location or status information shown by ODLS.
5. Use the Modoc jail or court record to confirm whether the local release was a transfer to ICE.
6. Use immigration counsel or immigration court channels for case-process questions outside custody location.

Detainers and Transfers

An ICE detainer is a request or notice process tied to immigration custody. It can affect what happens when local jail custody is ready to end. For release research, the key point is not to confuse local release with a street release. If Modoc County Jail releases a person to ICE, the person has left the county jail but may still be held in immigration custody. The local record should be read as a release to another authority or transfer event.

The manifest includes an ICE detainers source image. It is relevant because detainers explain why a person might leave a local jail and enter immigration custody instead of returning to the community.

The image supports the immigration-transfer concept. It does not show a Modoc-specific release list or a Modoc ICE facility.

ICE vs Modoc Jail

Modoc County Jail and ICE ODLS answer different questions. The jail can confirm whether a local booking is active, released, or transferred. The Modoc Superior Court can show the case order, disposition, future hearings, or release reason. ICE ODLS can show immigration custody location when the person is within its scope. Do not use ODLS to prove ordinary local release when no immigration custody fact exists.

No Modoc ICE Facility

The research found no official evidence that Modoc County Jail is an ICE detention facility in the sense of a listed ICE detention center. Detainer data and transfer events are different from operating an ICE facility. If future official sources show a change, the facility map would need to be updated. For now, ICE should be described as a possible release or transfer path, not as a routine Modoc jail release search.

Third-party datasets can discuss immigration detainers, but they are not the same as a jail release record. Use official sources first: the Sheriff's Office for the local custody record, the court for case orders, ICE ODLS for immigration custody location, and immigration court or counsel channels for immigration case status.

Recent ICE Custody Limits

ICE ODLS is built around current ICE detention and the locator's recent-custody scope. It should not be described as a permanent archive for every person who had contact with immigration authorities. A Modoc County release record may show that a person was released to another authority, but ODLS may later show no result if the person left ICE custody, if the record is outside the locator's public scope, or if the search terms do not match ICE records.

That limit changes how a Modoc user should read a no-result. If the jail or court record says transfer to ICE, save that local record and then search ODLS with the best identity details available. If ODLS does not locate the person, the next step may be immigration court, counsel, family-notification channels, or the agency that issued the detainer. If the local record does not mention ICE, do not force the search through immigration custody. Use the jail, court, VINE, CDCR, BOP, or probation route that fits the actual release record.

ICE Release Route

When the release route may involve ICE, collect the person's full name, date of birth, A-number if known, approximate Modoc booking or release date, court case number, and any note that the person was released to another authority. Then search ODLS and confirm the local part with the jail or court. If ODLS does not show the person, do not treat that as proof of no release, no transfer, or no immigration case.
